Section 03 — Solution

A community-governed knowledge engine.

More than a chatbot. Pathways Illinois builds a curated knowledge base, retrieval workflow, review protocol, and staff interface so generated guidance is grounded in current Illinois resources and shaped by community feedback.

What we are building

Pathways Illinois is designed as a practical knowledge infrastructure for workforce navigation, not a public chatbot dropped onto a complex social problem. The system will collect public workforce sources, partner knowledge, training details, credential requirements, support-service information, and local review notes into a structured pathway library that staff can inspect, update, and trust.

The core idea is a closed loop: community partners identify what job seekers and staff actually need, the technical team turns that knowledge into source-linked modules and retrieval workflows, and staff review the resulting guidance before it reaches participants. Feedback, source expiration dates, and pilot evaluation then flow back into the library so the guidance can improve instead of going stale.

The architecture below summarizes that loop; the detailed stages that follow break the same solution into auditable implementation steps.

Closed-loop Pathways Illinois architecture: 1. Public and partner sources; 2. Community and staff review; 3. Pathway modules with source dates; 4. Retrieval-grounded workflow; 5. Plain-language multilingual drafts; 6. Staff-reviewed outputs; 7. Evaluation, health checks, and updates; continuous update loop.
Architecture

Eight stages, every one auditable.

Review status tracked alongside every document.
  3. 03
    Markdown pathway modules
    Human-authored, plain-language, source-linked modules.

    Retrieval index
Used to ground every generated answer in current Illinois resources.
  5. 05
    LLM drafting layer
Drafts guidance using only retrieved, reviewed sources.

    Human-reviewed interface
Staff confirm and edit guidance before participants see it.
  7. 07
    User & staff outputs
Pathway summaries, checklists, resumes, support-service lists.
  8. 08
    Evaluation & update protocol
Feedback loops feed source review and module updates.
